Examines the Logan Act of 1799, which prohibits unauthorized citizens from communicating with foreign governments in connection with disagreements between those governments and the U.S. Reviews history and provisions of the Logan Act and 1948 amendments, judicial references to it, and Department of State opinions regarding its application.
