Provides an overview of the Congressional Accountability Act (CAA) of 1995, to extend the application of certain Federal laws, including employment and civil rights protections, to employees of Congress, and to establish an Office of Compliance with regulation and enforcement responsibilities. Reviews administrative and judicial dispute-resolution procedures under the Act, and provides legal analysis of the laws applied pursuant to CAA.
