Examines changes to Federal habeas corpus, the statutory procedure under which Federal courts may review State and Federal convictions and sentences to determine whether they are contrary to the laws or Constitution of the U.S., under P.L. 104-132, the Antiterrorism and Effective Death Penalty Act of 1996.
