Summary:

Examines conditions during the 1980s in Nicaragua, El Salvador, and Guatemala; the estimated number of asylum seekers from each country; and the policy responses to each group of migrants that allowed these "illegal" immigrants to remain in the U.S. Assesses the impact of the 1996 Illegal Immigrant Reform and Immigrant Responsibility Act on these asylum seekers and the policy questions that have been discussed, including the raising or waiver of the limit on cancellation of removals, the "legalization" of the status of these immigrants, and the "grandfathering" of the Central Americans under older deportation provisions.
