Analyzes controversial Qinghai resettlement project and World Bank loan proposal to finance Chinese settlement and poverty reduction project in traditionally Tibetan Qinghai province. Examines critics' concerns regarding the project, and reviews World Bank and Congressional response to criticism and concern about Qinghai loan. Presents World Bank independent inspection panel report on the project; and addresses underlying issues, including Chinese treatment of ethnic minorities, Tibetan national concerns, and World Bank/China relationship.
