Provides an overview of the baselines for greenhouse gas emissions established by the Kyoto Protocol on global climate change and discusses projections for emission reductions that would be required of the U.S. if it ratified the treaty. Assesses status of U.S. greenhouse gas emission levels relative to Kyoto Protocol requirements, and examines variables affecting Kyoto Protocol emissions reduction requirements, including carbon sequestration and emissions trading.
