- Provides an overview of the pre-war UN-monitored "oil-for-food" program under which Iraq was able to export oil to finance food purchases to provide humanitarian relief to the Iraqi people, while ensuring that all oil revenues earned under the program were held in a UN-controlled escrow account and could not be accessed by the Iraq Government. Describes pre-war program structure and accomplishments, the pre-war debate over sanctions against Iraq, other sources of humanitarian aid to Iraq, and pre-war illicit trade between Iraq and various countries.
