Provides an overview of the U.N. Convention Against Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment (CAT). Examines issues relating to or arising from U.S. implementation of CAT, including relevant declarations, reservations, and understandings conditioning U.S. ratification of the convention; relevant provisions of the Foreign Affairs Reform and Restructuring Act of 1998; application of CAT to U.S. alien removal regulations and extradition cases; criminalization of torture occurring outside the U.S.; and potential implications for U.S. detention policy and the practice of "extraordinary renditions."
