Reviews developments in and U.S. policy toward Haiti since 1991, including the first and second terms in office of President Jean-Bertrand Aristide, OAS and Caribbean Community and Common Market efforts to resolve the political conflict in Haiti during Aristide's second term, Aristide's subsequent departure from Haiti, the interim government, and the UN stabilization mission. Examines current Congressional concerns and legislation regarding Haiti, including U.S. support of democracy and aid to Haiti, protection of human rights, security considerations, narcotics trafficking, Haitian migration, and the humanitarian crisis in Haiti.
