Reviews international and domestic law restricting the extrajudicial transfer of persons suspected of terrorist or criminal activity to foreign states for the purpose of torture, often called "extraordinary renditions". Discusses limitations imposed on renditions by the UN Convention Against Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment (CAT) and relevant U.S. laws, application of CAT to the practice of renditions, and other statutes and treaties relevant to the issue of renditions, including the War Crimes Act and the Universal Declaration of Human Rights.
