Reviews activities and responsibilities of the new Office of the Coordinator for Reconstruction and Stabilization within the Department of State, which was established to address concerns regarding viewed inadequate planning mechanisms for stabilization and reconstruction operations, lack of interagency coordination in carrying out such tasks, and inappropriate capabilities for many of the non-military tasks required. Discusses major issues for Congress, including funding for stabilization and reconstruction operations, interagency planning and coordinating structures, and competing priorities and resource allocations.
