Provides overview of Executive order 13390, which established a Federal Hurricane Recovery Coordinator position within DHS to coordinate recovery and rebuilding efforts following the Gulf Coast hurricanes in 2005. Examines whether the Executive order establishment and appointment of officials to a departmental position is consistent with constitutional role of Congress in the appointment and oversight processes.
