Examines measures taken in the wake of the terrorist attacks of Sept. 11, 2001, to improve terrorist watchlists; U.S. agency efforts to better screen air passengers against watchlists prior to flight departure; and possible issues with maintaining watchlists and prescreening air passengers, including the misidentification of persons as terrorists.
