Examines problems resulting from USPS assigning mailing addresses with ZIP Codes and city names that do not reflect the local jurisdictions in which individuals actually reside. Reviews Congressional concerns and USPS attempts to resolve the problems, and considers possible ways to resolve zip code complaints.
