Considers constitutionality of creating an at-large Congressional district in light of a provision in H.R. 1433, the D.C. House Voting Rights Act of 2007, to increase the size of the House of Representatives by two members in order to establish D.C. as a Congressional district for purposes of representation in the House, with a one Congressional seat; and to grant an additional Congressional seat for Utah, which would be a temporary at-large district.
