Examines Congressional issue of how to best maintain U.S. nuclear stockpiles by comparing how the warhead design features and strategies of the life extension program (LEP) and the reliable replacement warhead (RRW) program respond to Congressional goals, which include increasing safety, reducing the need for nuclear testing, designing for ease of manufacture, and reducing cost. Presents arguments of supporters and critics of LEP and RRW, and discusses issues for Congress.
