Examines status of Afro-Latinos in Latin America and related U.S. policy considerations. Discusses history and current status of Afro-Latinos in Latin America; issues affecting Afro-Latino populations, including political and legal issues, human rights, land titles, and health; and U.S. policy considerations that directly or indirectly impact Afro-Latino populations, including U.S. foreign assistance, multilateral development banks, international organizations and conferences, legislative activity prior to the 109th Congress, legislation in the 109th and 110th Congresses, and other options for supporting Afro-Latinos.
