Provides historical background on 1985 Pacific Salmon Treaty (PST), which requires the U.S. and Canada to establish fishing regimes for conservation and sharing of Pacific salmon resources; reviews the Pacific Salmon Treaty Act of 1985 and U.S. decision making; summarizes the 1999 accord and related concerns; and analyzes key issues in upcoming renegotiation of expiring fisheries regimes set forth in Annex IV of the PST.
