Examines development of intelligence satellites and identifies roles that various agencies play in their management and use. Discusses issues surrounding current policy and proposed changes, including findings of an independent study group regarding increased sharing of satellite intelligence data. Addresses legal considerations, including whether satellite reconnaissance might constitute a "search" within the meaning of the Fourth Amendment, a review of statutory authorities and restrictions that might apply, and description of executive branch authorities and DOD directives that might apply. Reviews policy issues tied to expanding role of satellite intelligence for homeland security purposes.
