Provides background on transatlantic regulatory cooperation and creation of the Transatlantic Economic Council (TEC), established to promote reduction and elimination of non-tariff barriers to transatlantic commerce and trade between U.S. and European Union. Examines role of Congress; reviews the Transatlantic Legislators' Dialogue, which was appointed to represent legislatures in advisory group to TEC; and addresses structural options.
