Provides background on Clean Water Act (CWA) provisions regarding discharges from recreational boats. Discusses H.R. 2550 and S. 2067, both the Recreational Boating Act of 2007; H.R. 5949 and S. 2766, both the Clean Boating Act of 2008; H.R. 5594 and S. 2645, both the Vessel Discharge Evaluation and Review Act; S. 3298; and H.R. 6556, all designed to exempt recreational boats from EPA water quality regulations under CWA.
