Provides overview of the Advanced Research Projects Agency--Energy (ARPA-E) within DOE to fund research for innovative new energy technologies, established by P.L. 110-69, the America Creating Opportunities to Meaningfully Promote Excellence in Technology, Education, and Science Act. Discusses funding, Obama Administration actions, what research might be supported, how ARPA-E might obtain guidance on customer needs, likely ARPA-E relationship with other DOE R&D organizations, lessons to be learned from the establishment of other Defense Advanced Research Projects Agency-based organizations, and next steps in its establishment. Reviews legislative activity in the 111th Congress and issues for Congress.
