Examines Titles III and VI of P.L. 111-203, the Dodd-Frank Wall Street Reform and Consumer Protection Act, which effectuate changes in the regulatory structure governing depository institutions and their holding companies. Discusses Title III, known as the Enhancing Financial Institution Safety and Soundness Act of 2010, which abolishes the Office of Thrift Supervision (OTS) and contains extensive provisions respecting rights of affected employees as well as other administrative matters; allocates OTS functions among OCC, FDIC, and the Federal Reserve Board; and makes other changes to deposit insurance. Discusses Title VI, which includes numerous provision to addresses perceived inadequacies with respect to prudential regulation of depository institutions and their holding companies.
