Provides background on State high-risk pools, which provide health insurance coverage for individuals who cannot afford or obtain health insurance in individual markets and for persons eligible under P.L. 104-191, the Health Insurance Portability and Accountability Act of 1996. Discusses P.L. 107-210, the Trade Act of 2002, which provides Federal grants to fund the expansion and operation of State high risk pools; and reviews legislative activity in the 107th, 109th, 110th, and 111th Congresses.
