Presents what is known publicly about North Korean Oct. 2006 and May 2009 nuclear tests. Discusses monitoring, detection, and containment of nuclear tests; and explores possible significance of containment for North Korea. Considers implications for the Comprehensive Nuclear-Test-Ban Treaty, potential for another North Korean nuclear test, and possible means of improving U.S. and international capability to monitor nuclear testing.
