Contains transcript of continuation of Committee markup session on H.R. 1609, the Coal Pipeline Act of 1978, to amend the Mineral Leasing Act of 1920 to authorize Department of Interior to issue certificates of public convenience and necessity to pipeline projects thereby allowing them to exercise power of eminent domain in Federal district and State courts, and to require necessary water rights to be obtained through existing State, Indian, and Federal water allocation mechanisms to facilitate the acquisition of rights-of-way across Federal, State, and private lands by coal slurry pipeline projects.
