Hearing to consider an amendment to the 1972 protocol to the 1928 Convention Concerning International Expositions. Amendment would suspend the required seven-year minimum interval between international expositions to permit France to commemorate the French Revolution with a universal exposition in Paris in 1989, and the U.S. and Spain to commemorate the discovery of the Americas with expositions in Chicago and Seville in 1992.
