- "This is a first issue of an annual survey of Philadelphia. It is conceived as an aid to any agency requiring to completly and positively know the character of any or all sections of the city. This is revealed by a set of maps on which the following several analyses are concentrated: a. Average year of development based on City Registry Bureau records b. Quality of residential areas c. Quality and extent of business sections d. Industrials and industrial sections e. Racial concentrations (the three primary races which are distinct from the general cosmopolitan population are shown in three degrees of intensity.) (Items b, c, and e represent the opinion of J.M. - This map shows the practice of Redlining, which originated with the National Housing Act of 1934. By withholding mortgage capital from sections of the population, the Act resulted in significant racial segregation and contributed to the urban decay of inner city areas.
