- RAND Europe defined an integral structure for the proposed Dutch Safety Investigation Board [Raad voor de Veiligheid] that as much as possible: -- provided expertise for investigating the causes of accidents in the diverse areas of competence of the Board, including defense, -- had its authority respected by the various sectors, -- effectively and efficiently managed its work practices, -- attracted highly qualified people to serve on the Board, -- possessed the qualifications needed to deal with international political and security sensitivities surrounding defense-related investigations. This structure called for a small (3-member) executive membership, appointed for a fixed term, supported by a career professional staff (up to 40 members) with both substantive and methodological expertise. Both the executive and professional staff are supplemented by temporary members with expertise relevant to the major accidents and disasters investigated. The Board further has access to an information infrastructure that is responsive to its needs in the conduct of investigations and safety studies.
