- The Alliance to Save Energy initiated this workshop as a means of bringing climate change policy makers and economists together on the eve of the opening negotiating session for a climate change convention. The one and one-half day workshop was attended by 16 analysts who provided presentations on modeling approaches. There is a need for policy makers to be better able to evaluate the growing literature estimating the potential cost of policy options. Our hope is that this report, to be presented at the conclusion of the negotiations on the framework convention on climate change at the Earth Summit in Brazil, will help policy makers in the US and elsewhere evaluate the costs and benefits of national climate change mitigation policies. Although it is still unclear how far the convention will go in requiring emissions reductions, many countries are proceeding with detailed plans to reduce domestic carbon dioxide (CO₂) emissions. Our goal in holding the workshop and writing this report is to spark a new level of dialogue between the producers and users of information on the costs and benefits of climate mitigation policies leading to the development of more cost-effective policy solutions at the national and international levels.
