- The United States Department of Energy (DOE) is examining options for the disposition of surplus weapons-usable fissile materials and storage of all weapons-usable fissile materials. Disposition is a process of use or disposal of material that results in the material being converted to a form that is substantially and inherently more proliferation-resistant than the original form. Examining options for increasing the proliferation resistance of highly enriched uranium (HEU) is part of this effort. This document provides data to be used in the environmental impact analysis for the oxide blending HEU disposition option. This option provides for a yearly HEU throughput of 1 0 metric tons (MT) of uranium metal with an average U235 assay of 50% blended with 165 MT of natural assay triuranium octoxide (U₃ O₈) per year to produce 177 MT of 4% U235 assay U₃ O₈, for LWR fuel. Since HEU exists in a variety of forms and not necessarily in the form to be blended, worst case scenarios for preprocessing prior to blending will be assumed for HEU feed streams.
