The image depicts the Statue of Liberty's torch and arm mounted on a pedestal base with a rendering of the entire statue as it would appear on Liberty Island. In front of the pedestal base are two horse-drawn carriages (the horses are blanketed and nearby trees are leafless), ca. winter 1877.

To raise funds for the statue's construction, the arm and torch portion were exhibited at the 1876 Philadelphia Exposition, then afterward set up in New York's Madison Square.
