Discusses social security provisions for special minimum primary insurance amount (PIA). Explains how coverage is determined, examines rules for special minimum PIA beneficiaries in 2010, reviews history of social security minimum benefit provision, and addresses policy issues. Summarizes arguments for restructuring the special minimum benefit or allowing it to phase out, design considerations for restructuring social security minimum benefit, and alternative strategies for addressing poverty among long-term low-wage workers.
