Provides background information and considers issues for Congress related to global worldwide proliferation of "precision strike" capabilities, which allows projectiles to be guided towards their target after being fired or launched. Discusses use of precision guided munitions (PGM) from unmanned aerial vehicles, assesses non-state actors use of global PGM capabilities, and describes role of global positioning systems in precision strike technology. Examines current and developing precision strike threats, focusing on China, Iran, and Russia; and considers implications for U.S. security interests.
