- Discusses legislation in the 112th Congress to reauthorize surface transportation since 2009 expiration of P.L. 109-59, the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users. Highlights challenges posed by disparity between projected spending and projections of revenue flows to Highway Trust Fund. Examines and compares S. 1813, the Moving Ahead for Progress in the 21st Century Act, a two year reauthorization bill to fund the Federal aid highway program at the baseline level, adjusted for inflation; and H.R. 7, the American Energy and Infrastructure Jobs Act, a five year reauthorization bill to link surface transportation reauthorization components to provisions designed to increase oil and gas production revenues for highway infrastructure.
