Provides background on Senate cloture rules, which govern procedure by which the Senate may limit debate and act on a pending measure or matter. Explains key features and general purpose of two Senate-approved resolutions affecting the process for considering legislation and nominations, including S.Res. 15, which establishes two standing orders of the Senate that will apply only in the 113th Congress; and S.Res. 16, which makes two changes to the standing rules of the Senate. Discusses Senate practices related to the changes as well as precise procedural mechanisms established by the new rules and orders.
