Provides background on historic frequency of Federal funding gaps and legislative proposals for automatic continuing resolutions (ACRs), to prevent Federal agency shutdown during funding gaps. Explains major features of ACR proposals since 1980s, focusing on time frame, funding level, activities, and duration. Summarizes major pro/con arguments for enactment of an ACR, and reviews Congressional action on ACR proposals, and describes ACR proposals introduced during the 112th-114th Congresses. Summarizes P.L. 113-39, the Pay Our Military Act, which provides ACR mechanism to cover FY2014 pay and allowances for certain members of the armed forces, certain DOD civilian personnel, and other specified DOD and DHS contractors.
