Summarizes BBA 2015 provisions to increase defense and non-defense FY2016-FY2017 discretionary spending caps; extend automatic direct spending reductions (sequestration) to FY2025; establish targets for FY2016-FY2017 Overseas Contingency Operations/Global War on Terrorism spending; revise FY2016-FY2025 budget authority adjustment limits for certain program integrity activities; and suspend the statutory debt limit until Mar. 2017.
