- Description: Author notes that the product doesn't even comply with the regulations of the Calexico sanitary commission. Barreiro asks for some concessions to establish his own refrigeration plant in BC. Mexicali; includes list of equipment and material needed for the plant. Response from the government conceding some of the concessions. Signed responses by the governor Cantú. Further governmental communications indicating that Mr. Barreiro tricked the government, because he was really working for the interests of the Calexico refrigeration and ice plant and finally sold the plant to the Americans.
