- Canada currently reports its black carbon emissions to the United Nations Economic Commission for Europe (UNECE) and its greenhouse gas emissions and mitigation activities, including methane to the United Nations Framework Convention on Climate Change (UNFCCC). This report, however, is the first of its kind for Canada. It provides a snapshot of the policies, measures and activities Canada has in place at both the national and subnational levels to address black carbon and methane emissions and their impacts on the Arctic. This report will aim to assist the Framework Expert Group in their development of advice and recommendations concerning black carbon and methane to Arctic Council Ministers for 2017.
