Its purpose is to facilitate discussion and evaluation of the future preservation, development and operation of the park. The provisional plan is the first phase in a continuing planning process. Some aspects of it may change as new information becomes available; however, it will provide the foundation for establishing detailed programs of preservation, development and activities that are the substance of day-to-day park operations"--Introd.
