- "The problem of urban change, of the growth and deterioration of cities, has come to be widely recognized. In fact, during the past year and a half, the Minister has expressed the Federal government's concern about urban problems and he has advanced the concept of an "Urban Policy for Canada" - a national consensus about the future of our cities as a basis for planning that future. The proposals for Federal assistance to the cities and towns via the NHA outlined in this paper are important as immediate practical steps in what may be a longer term approach to urban change"-- Introd., p. i.
