- Founded in 1995, the World Trade Organization (WTO) is the only international agency overseeing the rules of international trade. As the successor to GATT (General Agreement on Tariffs and Trade), its purpose is to help trade flow smoothly in a system based on rules, to settle trade disputes between governments, and to organize trade negotiations.This source contains GATT Panel Reports from August 1948 to July 1995, and World Trade Organization Dispute Settlement Reports from December 1995 to current. These trade decisions or "dispute settlement reports" (DSRs) are essentially the "caselaw" of the WTO. According to the dispute settlement process, this source will include the following DSR's as issued and made public: (1) Panel reports; (2) Appellate body reports; (3) Arbitrator's report and mutually agreed solutions.
