- Initially, resource recovery efforts focused on the development of technology. Two years ago, it became apparent that the problem to be solved was not just with supply (technology), but also with demand (markets). Markets for energy and secondary products are indeed major issues. As the implementation effort has matured, it has become apparent that technology and markets are not the only problems. The other problems include economics, marketing, financing, management, and complex legal issues. This paper addresses these issues.
