- Since 1985, the United States Postal Service (USPS) has been engaged in a nationwide performance-oriented design research program which is changing the way facility designs and standards are developed, refined and communicated. This paper reports on the research program from the perspective of identifying performance measures which are important at various levels of the organization and demonstrating how overall performance measurement is being integrated into the facility development and management process. The paper outlines the influences that generated the research program, discusses how the program became established, describes the goals and scope of the program and details how the results are being used in terms of operating, functional and economic performance. The paper concludes with a discussion of the extent to which the USPS's experience with facilities research may be applicable to other organizations.
