- Contains "Extract of a letter from a gentleman in New-Orleans to his friend in this place, dated Oct. 19, 1802" and "Proclamation of the intendant," which orders "that from this date shall cease the previlege [sic] which the Americans had of bringing and depositing their goods in this capitol. ... Done at the Indendancy ... New-Orleans, 16th October, 1802. ... Juan Ventura Morales."
