- Across emergency management, there has been disproportional application and integration of life-saving technology into everyday protocol and procedures. With increased threats of natural disasters, terrorism, pandemics, health crises and mass violence, any means to improve emergency management and response serves the public. This paper discusses the barrier to successful integration of information technology into emergency management. I conducted two studies in order to analyze whether the barriers to success technology integration in fields such as fortune 500 businesses and the education system, can be carried over to emergency management and response. First, I analyzed the direct impact access to training has on information technology utilization using RapidSOS Inc. training module data. Second, I conducted a survey distributed to emergency management personnel to assess what they believe to be the most prominent barriers to successful information technology integration to be. The results support the hypothesis that training does increase the usage of information technology, and that the barriers to integration in emergency management mirror those in other industries.
