This case fosters discussion of gentrification-the phenomenon of moving out of poorer residents and moving in of more affluent ones-resulting in a changed demographic and culture of the neighborhood or locality. The case specifically utilizes the ongoing debate around Skid Row, a neighborhood in Los Angeles, to help students think through the key challenges around urban development and how they can be addressed. By analyzing a hypothetical development, students examine issues of justice and equality of opportunity in the context of urban design and development. Students also learn how to frame issues of participatory dialogue in urban planning.
