- In recognition of the flexibility of natural gas combined cycle units(CCGTs), some ISOs and RTOs are shifting to day-ahead market clearing models that distinguish configurations for CCGTs. However, unit commitment models used in industry and in academia typically aggregate the individual components of a CCGT into a single aggregate unit. We propose a mixed-integer configuration-based formulation for CCGTs that explicitly represents the transition between operating modes as a distinct configuration to enable dynamic ramping. We compare the performance of aggregate and configuration-based representations with observed hourly generation for several units in ERCOT in 2018, and show that the configuration-based version more closely replicates the distribution of generation levels. Our results suggest that operations from the aggregate formulation appear less flexible than their actual capabilities. This can lead to the overestimation of the value of increasing flexibility when using models that rely on the aggregate approach.
