In reply to objections to the official conduct of Gov. Hull, raised by the September term of the Supreme Court of the territory, this proclamation asserts that Congress alone has power to disapprove or nullify the laws adopted by the governor and judges of the territory in their legislative capacity. The original, held by the Detroit Public Library's Burton Historical Collection, is signed in ms. by William Hull, governor, and Reubin Attwater, secretary.
